VIOLENCE AGAINST WOMEN IN BRAZIL: PROGRESS OR REGRESS IN THE FIGHT AGAINST GENDER-BASED VIOLENCE

Abstract
INTRODUCTION: Gender-based violence is a critical social and public health issue in Brazil, which ranks fifth globally in femicides. Key legal frameworks include the Maria da Penha Law (2006), which established Emergency Protective Measures (MPUs), the Femicide Law (2015), and the National Pact for the Prevention of Femicide (2024). MATERIAL AND METHOD: This observational, cross-sectional, retrospective study analyzed data on domestic violence, rape, and femicide from 2020 to June 2025. Data was sourced from DATAJUD, Brazilian Public Security Yearbooks, and the Atlas of Violence, focusing on MPU efficiency and judicial structure. RESULTS AND DISCUSSION: Between 2020 and June 2025, Brazil reported 4,475,702 domestic violence cases, averaging 2,200 per day. Cases rose significantly in 2023 (912,939) and 2024 (993,308). In 2023 alone, there were 72,939 cases of rape. Crucially, 12.7% of 2023 femicide victims had an active MPU at the time of death. Furthermore, by June 2025, Brazil had only 170 specific courts to handle these cases, a number insufficient for the country’s demand despite having 2,439 specialized service centers in 2024. CONCLUSION: Current legislative efforts are insufficient. To effectively protect women, Brazil must prioritize expanding specialized courts, accelerating MPU inspections, and investing in continuous social education to address the persistence of domestic violence.
